SHRM Conference Attendees Arrive with Many Questions and Concerns about OFCCP Compliance in their Hiring Practices

America’s Job Exchange (AJE) was among the exhibitors at this year’s SHRM conference and exposition held in Atlanta, GA on June 24-26. With thousands in attendance, it was inevitable that we would see a few familiar faces as clients stopped by the AJE booth and to say hello. We were very happy to spend time with friends from Agrium, JetBlue, AAM, Red Cross, WRIT, and others who visited us to talk about recruitment and OFCCP compliance. Fewer Job Openings Means Candidates Need To Step Up Their Game

It is no secret that the labor market is struggling, which is reflected in the high unemployment rate. Unfortunately, now there is more bad news. In the month of April 2012, the number of job openings fell to its lowest point in five months, and also showed its lowest monthly percentage decline in more than seven years. According to the Job Openings and Labor Turnover Survey, JOLTS, at the end of April, there were 3.4 million job openings, an eight percent decline from the previous month. Also, the pace of total hiring slowed down, with 160,000 fewer jobs being filled during the month. Continue reading

Guest Commentator Shafeeqa Watkins Giarratani: OFCCP Rescinds Directive Regarding Its Jurisdiction over Health Care

Office of Federal Contractor Compliance Programs (OFCCP) recently held a webinar to announce that, effective immediately, it was rescinding OFCCP Directive 293, Coverage of Health Care Providers and Insurers. Directive 293 permitted wide-reaching jurisdiction for the OFCCP over the health care field. In particular, Directive 293 extended OFCCP jurisdiction to health care providers and insurers that offered TRICARE services – the federal government’s health care program for active duty and retired military and their families.

Although rescinding Directive 293 is a retreat from the OFCCP’s previous focus on expanding jurisdiction over health care providers, it should not be interpreted as a desertion of such efforts. The OFCCP has announced that it has merely “put on hold” compliance reviews where the only basis for jurisdiction is TRICARE and has made clear that it intends to still consider other federal programs, such as Medicare Parts C and D, as potentially granting OFCCP jurisdiction over a health care entity. Changing Mindset of Universities and Students due to Overcrowded Job Market

It is a commonly held belief that going to graduate school is an excellent idea, since it opens up numerous high-paying job opportunities in an individual’s field of interest. Graduate school is expensive, to be sure, but the financial cost and hard work is generally rewarded by receiving prestigious job offers with large starting salaries. Unfortunately, in today’s ultra-competitive job market, many candidates coming out of top graduate schools are having a difficult time finding work in their field. There is a problem of too much labor supply, but not enough labor demand. Thus, in these difficult economic times, several top graduate schools are announcing plans to cut their admissions for the 2012 school year, and also, many students are losing interest in going to graduate school at all. On June 6-8, the Southeast Industry Liaison Group (SE ILG) held its first regional conference at the Omni Hotel City Center in Charlotte, North Carolina. By all measures the conference was a great success, drawing well over 100 attendees and delivering an entertaining and education-filled agenda. America’s Job Exchange (AJE) was proud to contribute to that success as a Gold Sponsor. The SE ILG conference represented our first real opportunity to meet with southeast recruiters face-to-face, and we wanted to make the most of it.
